3. It has been represented to me however that the Mission, owing to financial stringency, is unable to undertake any scheme which will involve them in large expenditure; and that the work which is carried on by the Mission is an excellent one, and worthy of Government

encouragement.

4 With this view I concur, and after consultation with the Executive Council, I am prepared to recommend that the premium of $14,536 for excess area should be waived, and I have the honour to ask your approval of this course. As the matter is urgent, for it is desirable that the Mission should proceed with the erection of buildings on their new site as soon as possible, I would ask you to be so good as to let me have a reply by telegram.
